General regulatory power (notably the formal attribution of authorisations for networks open to the public and providers of voice telephony services)

The directorate for postal services and telecommunications (DPT) is responsible for the elaboration and the application of government policy in the postal and telecommunications sectors, with reference to the competence of the Authority for the regulation of telecommunications (ART).
With regard to telecommunications, the directorate intervenes in the following areas:
- regulation of the sector: preparation of draft bills, decrees or regulations, after consultation with the ART;
- telecommunications public service, including the obligations of universal service;
- in conjunction with the ART, the attribution of licences for voice telephony networks and services open to the public, as well as tariff control;
- international functions: representation of the French position in international negotiations and within the European Union; bilateral co-operation and support of French projects abroad;
- observation of France Telecom.
The directorate for postal services and telecommunications regulates for postal activities as well as contact, for the Secretary of State, with the civil service personnel of La Poste and France Telecom.
