19 June 1997 : the draft directive on the development of
postal services as well as the rationale of the Council of European
Union Ministers is published in the Official Journal of the European
Communities under reference (CE) N°25/97.
27 May 1997 : the draft directive is sent to the European
Parliament (this directive must be adopted under the framework of the
codecision procedure -article 100A of the Treaty of Rome).
20 October 1997: the new contractual plan between the State
and La Poste (French Post Office) is being drawn up. The current plan
(1994 - 1997) comes to an end in December of this year. First results
show that the State respected its commitments with regard to La Poste.
The offices of the Ministry of Economy, Finance, and Industry, in
close collaboration with La Poste, are examining the evolution of the
National, European Community and international environments of
corporations, so as to determine in the best way possible a
development framework in the future for its activities which respects
its missions and the specifics of public service, while defining the
means to financial stability for La Poste. Technical meetings have
been going on since 15 September.
29 August 1997 "La Poste (French Post Office) must
be an important vector for promotion of the Internet. We have decided
to equip over 1000 post offices with Internet terminals. (...) From
1998, a number of younger, newly recruited staff will introduce the
public to the Internet. (...) La Postes tariffs will make this
technology accessible to all." Christian Pierret declared in
an interview in La Tribune newspaper. The same day, the Secretary of
State for Industry also gave details of the framework for the 5000
jobs which will be created in La Poste : "These jobs will be
covered by the same contract as that of temporary post men and women,
with the same social benefits. They will be real, full time jobs for 5
years."
15 to 24 October 1997 : the Board of the UPU met at Berne. The
Board of the UPU examines and approves the budget and the annual
accounts. The Directorate of Posts and Telecommunications (DPT), as
the regulatory body for the postal sector, represents France on the
Board. At this meeting, the DPT presented the findings of a study
which it carried out on the adaptation of the mission of the UPU in
the new international context, following a survey carried out among
the member-states of the UPU. These findings were approved during
plenary meetings and France received the mandate to present
propositions for modifications to the Acts of the UPU during the Board
meeting in 1998. If they are approved at the Beijing Congress, they
will be integrated into the future UPU Convention.
