The basic principles

- rely on the market and the investment capacities of all of the economic players involved;

- give the Government, through applications which are in the public interest (health, education, research) an active role to begin the development of the market;

- support the development of services and make conditions favourable for their use at least as much as that of the infrastructures;

- make access to these services easier for small to medium sized businesses

The means

- Call for proposals in autumn 1994 designed to stimulate the market and to make conditions favourable for the development of new services and subjects ;

- encourage the optimum use of existing networks given the time required to set up high speed networks ;

- active participation in European Community and international projects ;

- organisation of encounter sessions, forums and seminars.
